Get a Library Card

Warren County residents and property owners, students in Warren County public and private schools, and individuals who have permanent employment in Warren County are eligible to receive a free library card. Residents of all surrounding counties are eligible for a free card through reciprocal borrowing agreements. To obtain a card, you’ll need to present picture identification with your current address. If your ID does not show your current address, a piece of mail with your current address is required in addition to photo ID.

Individuals who do not qualify for a free library card must pay an annual fee of $20. Payment is due upon registration and each year thereafter. Items may not be checked out until the fee is paid.

A Temporary Resident Card is available - to obtain this type of card, applicants must provide their current, temporary address, as well as photo ID with their correct permanent address. Applicants must pay a $10 fee, which applies even if they work in Warren County. This type of card expires every six months.

An Internet Card is available to individuals who do not have a permanent address or valid photo ID. This card is free of charge, and grants the card holder internet access, but does not allow the checkout of library materials, and expires every three months.

All children who meet the eligibility requirements for card registration may apply for a library card regardless of age. Children under the age of 18 must have a parent or legal guardian sign the Samuels Public Library Cardholder Statement of Agreement. Should the parent or legal guardian possess a library card which is not in good standing, the child’s card will still be issued, but with limited borrowing privileges.

You will go through a short application process after which you will receive and be able to use your library card immediately. Access the online application here - you may fill it out before coming into the library, then simply present your ID at the Circulation Desk to complete the process. Your card will provide you with a wealth of information, technology, and recreation.

If you misplace your card, a replacement may be purchased for $1. If your card is lost or stolen, report it to us immediately so we can take the appropriate measures to prevent anyone else from using your account.

Virtual Card

Want to use our e-resources, including downloadable books, audiobooks, music and online databases, but can't make it into the library to get a card? You're in luck! We're pleased to offer a virtual library card for those of you who only wish to check out electronic media. Now you can fill your e-readers and mobile devices with Samuels' digital library!*

The same requirements for applying for a physical library card also apply to virtual library cards.

Simply fill out the form here. After filling out the form, you have 60 days to come to Samuels Library for a physical card, or call us at 540.635.3153 for your permanent virtual card number. After 60 days, applications will be deleted from the system.

A virtual library card is exclusively for use of the electronic resources offered by Samuels Library, such as OverDrive and Hoopla for ebooks, Freegal for downloadable music, and our many online databases. This card cannot be used to check out items in the library - in order to do that, you will need to obtain a physical library card by coming in person to Samuels and presenting a picture ID with your current mailing address.

*If you already have a Samuels Library Card, then you already have online access, therefore, you need not apply for a virtual card.

Educator Card

A Samuels Library Educator Card grants expanded access and unique privileges to teachers. You will be able to borrow up to 30 items for an eight week loan period with three 2-week renewals.

You must show proof of your status as an educator - a letter on school letterhead, school ID, or other proof of employment as an educator. Other example include: daycare certification, or exemption from the State documentation. You must also show proof you live or work in Warren County, Virginia.


There is no fee to obtain the card. However, all card holders are responsible for the replacement costs of any lost or damaged items. All overdue fines must be paid before you may check out new items.


This card should not be used to check out personal items. You cannot use this card to check out the following: DVDs, new books, books from the P-K collection, Books to Go bags, STEM bags, InterLibrary Loans, magazines, or non-circulating items.
